The Los Angeles Emergency Management University Consortium, which was created by the City of Los Angeles Emergency Management Department (EMD) in December 2008, welcomes institutions of higher education into the City's emergency management efforts and fosters collaboration between and among those campuses and City of Los Angeles departments.  

EMD invites over 35 campuses within and surrounding the City of Los Angeles to join the University Consortium, including the Chancellor's Offices of both the California State University system and the California Community Colleges.  

EMD hosts four University Consortium meetings annually, during which resources are introduced and shared by the City, and topics such as mass evacuation planning, pandemic influenza preparedness, and active shooter planning and response are presented by experts.  Additionally, through the University Consortium structure, EMD serves as a resource for up-to-date information on local emergencies, training, and grant opportunities available to higher education institutions. EMD also provides support to campuses in their own development of emergency plans, training, and exercises.  

The University Consortium receives active support from the California Emergency Management Agency and  the LA Emergency Preparedness Foundation.
